What you’ll be doing
- Drive the strategy, framework, and execution of 3S Money’s Hong Kong Compliance program, ensuring comprehensive adherence to all applicable Hong Kong CED regulatory requirements; present clear and thorough reports to the executive team and board members on key compliance and regulatory matters.
- Lead the oversight of all compliance and regulatory affairs in Hong Kong, ensuring alignment with international AML/CTF regulations, and local implementation of our global policies, as per Hong Kong requirements.
- Develop and continuously enhance compliance risk assessments, and input into global policies and procedures in line with new products, services, and operational changes.
- Partner with cross-functional teams—to support any new licensing initiatives (e.g., new modifications to our licence), by delivering relevant compliance documentation,
- Addressing regulatory inquiries, and coordinating responses to the Customs & Excise Department where required.
- Act as the primary point of contact for the CED and other relevant Hong Kong regulatory bodies, overseeing all regulatory filings, audits, and compliance communications; serve as the key compliance representative in day-to-day implementation of internal policies and local requirements.
- Collaborate closely with the Global Compliance and Risk team on a range of responsibilities including customer onboarding, Transaction Monitoring, Fraud etc
- In coordination with the Global Compliance team:
- Apply risk-based KYC procedures, transaction monitoring, sanctions/watchlist screening, and reporting frameworks.
- conduct annual validation of monitoring and screening tools to detect and report unusual activity per Hong Kong AML Ordinance and Joint Financial Intelligence Unit requirements.
- Build trusted relationships with internal teams (product, sales, BD, customer success) to provide guidance on compliance matters and ensure teams are operating to global and local standards.
- Work with the Banking Partnerships team to own the relationship with our Banking Partners from a Compliance perspective.
- Oversee internal quality assurance reviews and audits, lead responses to third-party assessments and regulatory reviews, and manage timely remediation of any findings.
- Conduct annual compliance and AML/CTF risk assessments, and maintain updated policies, procedures, and other program documentation.
- Collaborate with Compliance leads across jurisdictions to align strategies, processes, and quarterly goals.
- Serve as the Compliance subject matter expert (SME) within the business, identifying risks, recommending and implementing control enhancements, and overseeing remediation as needed.
- Report regularly to the Global Head of Risk and Compliance, senior management, and the Board, escalating any significant or high-risk compliance concerns.
About you, you have
- 8+ years’ experience in a compliance, regulatory, or financial crime function within financial services, fintech, or a government/regulatory agency—ideally with deep Hong Kong-specific AML/CTF expertise.
- 2+ years of experience in a leadership or people management role.
- Proven experience managing AML and sanctions programs, such as transaction monitoring, STR filing, and customer risk rating frameworks.
- Solid understanding of CED regulations, AMLO (Anti-Money Laundering and Counter-Terrorist Financing Ordinance) and local compliance expectations.
- A strong grasp of the complexities around AML/CTF and sanctions risk, with the ability to develop pragmatic, risk-based solutions.
- Ability to balance commercial thinking with regulatory obligations, delivering practical and business-aligned advice.
- Confident in delivering presentations on AML/CTF topics to senior stakeholders and regulators, especially the CED.
- Excellent communication skills, both written and verbal; capable of influencing and guiding senior leadership.
- Experience working independently and within global cross-functional teams.
- Familiarity with fintech, payments, or digital banking business models.
- CAMS, ICA, or AAMLP certification (or equivalent) a preferrance
